I'm from Germany and we have played TI3 yesterday for the 2nd time.
The flow of play was much better than the first time and i just want to get sure that we handled the turn sequence the right way.
We made it that way:
Speaker was first to select one of the 8 strategy cards and then the other players (clockwise) did the same,
then the player with the Initiative Card had the choice to do a Strategic, Tactical OR Transfer action.
After this the player with the next highest Strategy Card did the same and so on.
No we get to the point when every player has once chosen one of the 3 actions and we went on with the player holding the Initiative Card to choose one of the 3 actions again. We did this as long as every player has handled off his Strategic Card (incl. the secondary ability for the other players) and finally every player passed. Then we went on to the Status Phase and in the new game round selected the Strategy Cards again beginning with the player who was the actual speaker.
Hope my English was good enough to describe how we played it and you can understand what we did...
I also hope this was the right way, otherwise feel free to correct me!

I believe you are playing the turn sequence correctly.

Just making fun of the translation programme, which said: "Yes, play the turn order correctly!", which would be imperative.
Nice job - you pretty much have it down.
Only correction I'd offer is at the very beginning - The Speaker is not determined until someone actually chooses the Initiative strategy card. The first player to choose a strategy card should be determined randomly, then go clockwise from him.

Of course we selected the first "speaker" randomly - if that would have been our only problem...
It is not easy to get in such a game all by yourself with no one there with some experience already, but it is always a great feeling to "defeat" the manual and discover how everything goes!

FFG is not known for their Great manuals but once you figure them out the games can be very fun and rewarding.
In general, I believe the FFG manuals are pretty good. Of course there are better ones, like the "Settlers of Catan" Manual, but it always depends on the complexity of the game. In the case of TI3 it wasn't as easy as with Runebound or Descent, because it has a completely different turn sequence, which confused me at the beginning.
The really positive thing is: I LOVE THIS GAMES FROM FFG!

When you say highest, that should mean, the lowest number on the strategy card. Meaning the card with an 8 would always go last.

Yes, although we played it right, "higher" would be the right word.
I think the turn sequence is the strength of this game. you are not waiting a long time for each person to take their entire turn.
