Compacts: Do NPCs join them or no?

I'm a bit perplexed by Compacts. At first glance, I assumed this explained why people were even willing to follow up on Black Crusades... ie., you agree to see a mission through to its end. Then I noticed it only directly states that PCs can join one.

But is there any reason NPCs can't join onto a compact, such as if you are embarking on a massive attack, that the troops you hired couldn't sign up to the compact as well? Thus giving them an incentive in Infamy, but also a reason to avoid betraying you.

It may be that compacts are only for the "important" people of Chaos, but a heretek or renegade PC doesn't strike me as automatically being that important at character generation, or at least not viewed as that important.

So, is there a limit on the number of people agreeing to a compact, and can NPCs join them too?

I'm going off memory, but if i remember right on one of the compact pages when talking about the anointed it says that they can be an NPC, which seems to imply that they can also be in other parts of the compact.
