block 3 rotations

hey, I was just wondering when the block 3 rotations were and I couldn't find any info on that so I thought I would ask?

the first day of the release of set 12, which is supposed to be the middle of March.

when set 12 is legal but some tournaments may jump to block 3 early(i might be remembering wrong but the gcc is block 3).

i got mixed up. i meant to say that GCC was block 3.
