Which is the difference between these two sentences?

1. If the player is unable to discard the proper card or solve the puzzle, then he cannot enter the room this turn (and wasted this Movement Step).
2. When a moving investigator encounters an ability saying “this door is locked,” his figure remains in its current room and cannot move for this Movement Step.
   

Means the first one that the investigator cannot move any more? Can he move to another space if he has one remaining movement step? If not, I do not understand the difference between the two sentences...

1. If you CAN solve the puzzle, then you get to continue on into the next room as if the door hadn't been locked in the first place.

2. You are unable to open the door at the moment (no puzzle to solve), so you can't go through. However, your character spent a moment trying the door, which used up a movement point. if you have an extra movement point left, you can still step away after.
