How do you treat these two talents?

Do you handle them strictly by the given ruletext as another -/+10 to the respective Tests or do they have a certain roleplay impact also, and if the latter, which one? Do your enemys actively seek out your Throne Agents to harm them, and vise versa for Good Reputation?
