The player who wons initiative, how many card will he draw?
1, or the number of Bay of Ice in play (to a maximum of the Draw Cap)?
Bay of Ice:
After a player wins initiative, that player kneels all cards named Bay of Ice, then draws a card.

1 card. Assume you have 3 bays of ice out. You use a player action to initiate a single bay of ice. You kneel all three cards "then" draw 1 card. After that all bays of ice are knelt, so you can't draw off your other 2 bays of ice.
One. Kneel all Bays of Ice, then draw a card.

Of course it's passive effect, not a player action.
