If The Night is in play and it is night, does it effectively stop character abilities that require them to exhaust as part of there cost from triggering because as soon as they exhaust there text box goes blank or is the text considered to have been there when the cost was payed and therefor triggers as normal?

It's already been triggered, so all parts of the ability will still take effect.
