Wait for the Ally Hero Pack and Axis Hero Pack that should be released til the end of the year.

Or you can win them as prizes in game nights sponsored by select game shops.

Nowhere really. There were just some pictures from Gencon showing the display cases with those 3-unit packs entitled Axis Hero Pack and Ally Hero Pack. There hasn't been any sort of official announcement yet.
