So you need

A Maester with the Lead and Black Iron and 4 other links (7)

Robert Baratheon (TotH) with Imposter! and Oberyn's Guile(3)

Lady Genna (1)

King's Pavilion (1)

Source of Influence (1)

Put Imposter! on robert then use the influence to make him martell and then put Oberyn's Guile on him. Then use the Maester to give robert an INT icon and -6 strength (he gets +3 from imposter).

Initiate an INT challenge, and robert's str will go from 3 to zero (due to Pavilion) and you will automatically lose. Then have robert stand himself and you will be able to initiate another challenge from Genna.

Use 13 cards to draw the other 47 lol.

And then comes Rule by Decree!

Just because you cannot win the challenge doesn't mean you lose the challenge. If neither player has any Strength to count in the challenge, nobody wins (and therefore, nobody loses).

Nice idea. Doesn't work, though. You don't automatically lose a challenge if your attacking STR is 0. You just can't win. For you to lose, the defender needs to have at least one participating character with a STR of at least 1.

Also, Imposter only lasts until the end of the phase - you'll have to discard the martell attachments at the start of the challenge phase becasue Robert won't be a Martell character then.

As far as I know you can draw a max of 5 cards a turn, and never more than three in one phase.

It's a Max of 3 cards on top of your 2 cards in the draw phase. This means that if your draw phase draw is reduced, you'll only be able to draw between 1 and 4 that turn. THere is no limit on the number of cards you can draw in a particular phase as long as you don't exceed the draw cap - you can draw 5 cards during the draw phase if you want to (and you have ways of doing so legally of course).

Elaborating on Ratatoskr's answer for the newcomers...

Tomdidiot explained the draw cap well. Newer players should note that only effects that use the word "draw" count against the draw cap. An effect like Oberyn's Guile that puts cards into your hand, does not count against the draw cap.
