In the new Maester environment, being able to kneel them out and discard all their attachments and power tokens is a huge help. If the Maester you want to shave clean is already knelt, can you still use the Plot's effects. Its not really a cost, its part of a three part reward system for winning an Intrigue challenge right? They don't have to be standing in order for me to target them is specifically what I am asking.

This is a question where it's good to look at the specific card text:

"After you win an I challenge against an opponent with a HM or a HS House card, choose and kneel a character controlled by that opponent. Discard all attachments and power on that character."

Note the lack of the word "Then" before the word "Discard." Without that word, the two sentences are not linked. You try to resolve the two effects (kneeling and discarding) separately as best you can. Even if you can't kneel the character successfully, you can still discard the attachments. If the word "Then" was there, the discarding part would only occur if the kneeling was successful.

Its the same wording as Cersei Lannister (Core), with two effects distinct from one another. So ya, your good to go. Ace those chains.

The only lurch is that it is only against stark and martell, and not against the other houses. so its not too good at keeping chains at bay.

Plus you need to, you know, actually win (not a problem against the Starks, but Martell may not give in so easily). :)
