Challenges: Kneel a Maester or a character to choose and discard 1 attachment from play. Then,if you have no power on your House,draw 1 card.

....can I kneel one maester or learned character that I do not control? Because in other event card is always specified "that you control..."

Kneeling a maester in this instance is a cost. Costs can only be paid with cards you control. Just like you can't use gold in another player's gold pool to play a card in the marshalling phase. You can always recognize a cost when you see this construction: "Do X to do Y" -- X will always be the cost for effect Y.

If it had to be specified, instead of a general rule that you can only pay costs with cards you control, think of all the "kneel 1 influence to..." cards that could be played using an opponent's resources! (Influence costs never specify "that you control" on the card.)

yep absouletly clear, I didn't recognize it as a cost, with influence it is mauch more natural to see the cost. Still do not understand why there are so different way of phrasing the cost, like " a lannister always pays his debt": the inclusion of "your" is redundant.
