Responses, whether save/cancel or otherwise, are not considered player actions. They take place as PART of whatever action (player or framework) that they are Responding to. So it isn't that you play Lethal, but it doesn't resolve yet because someone might play a cancel later. You play Lethal, and if someone doesn't cancel it right there and then, it resolves.
From what you have said above, you seem to be thinking that "I play Lethal, then the next player does something like using Greatjon Umber's ability, then the third player cancels Lethal." It doesn't work like that. Instead, you play kneel your two characters to play Lethal, you look around the table and say "anyone planning to cancel that or save the characters? speak now or forever hold your piece!"
The general order is always Player #1's action, Responses to that, Player #2's action, Responses to that, etc.
