There is a Tide of Iron Module that is part of the online VASSAL library. Type VASSAL in Google search window, and the VASSAL reference will give instructions how to download the program. Once you have the VASSAL program icon on your Windows desktop, you can click it and the Module library window will have a link to all the Modules of all kinds of games which can be downloaded into the library, and then you can make your own maps, pieces, and then send them to Windows photo library, where you can further edit them with PAINT program, which is a very easy program to use.

I am working right now, downloading images from Axis and Allies minatures, and using TOI module in VASSAL to create for myself, a more portable, smaller scale version of TOI, with counters and more variety of units, and basically designing my own wargame too..

But as far as a computer AI version of TOI, I do not think there is one. There is a Memoir 44 game online, and there are Axis and Allies 1942, and BattleCry available on GameTable Online, which is free if playing just computer.
