No. The window to play responses comes after the window for claim. If you have yet to check out the FAQ, might I recommend you do so, specifically the Timing section. It shows the exactly flow in which the game resolves effects from phase to phase (it's missing the title selectio bit from Melee, but it's good enough).

On a related note. Is there anything preventing you from playing more than 1 event card as a response to losing/winning a challenge?
My Example: Attacker attacked with a power challenge with stone snake (3 "The north" agendas giving all Nights Watch all three icons) with a dupe. as a repsonse to losing the power challenge I kneel 1 lannister character to play "A lannister pays his debts" to remove the dupe, then I kneel a second lannister character to play a Lannister pays his debts and kill the now non duped Stonesnake.
Is this a viable play or not?
Completely viable - provided you have the cards to do it, of course. Heck, you could even use the two events on two different participating characters.
Remember that the "1 Response per trigger" rule only applies to individual cards. I can only use Card A's Response 1 time for a trigger, but I can use both Card A, copy 1's Response and Card A, copy 2's Response 1 time each.
Just look for limits on the actual event cards. If they are "limit 1 per challenge" or "limit 1 per phase," your idea here doesn't work. So what works with the Core Set ALPHD (and not with earlier versions of the card, which were "limit 1 per challenge") will not work with something like Seductive Promise or Make an Example.
