Mythos and Ancient Whispers Questions

The Mythos card The Trembling Earth says "While this card is in play, investigators receive 1 less movement point each turn." Is this meant to be understood that you get -2 movement points the 2nd turn and -3 movement points the 3rd turn, etc?

Also, I'm a bit confused on a particular functionality of the Ancient Whispers token. The rules say that if you are in the same space as this token during the AE phase, then you MUST draw an exhibit encounter card. But what if I already had my encounter this turn (closed a moving gate in the street) and another investigator that took his turn after me did the Ancient Whispers and caused it to move to my location. Must I still draw an exhibit encounter even though I already had my encounter? This would mean that I would have 2 encounters in the same turn.

First: I'm pretty sure it only means "constantly." That the loss is cumulative is only vaguely implied and, if it were the case, would certainly be overly brutal. Second: it is possible to have two encounters with the Ancient Whispers token (if you count closing a moving gate as having an encounter). Or at least, that's my interpretation. The traditional rules of encounters would say that you close the gate instead of having an encounter, but the Ancient Whispers marker maynot necessarily follow the traditional rules. The phrase "during the Arkham Encounters phase" would seem to imply any time during the phase. However, you would not have an encounter in the example given for two reasons: a) it's not your Arkham Encounters phase, it's the other person's; b) only one person can have an Exhibit Encounter per turn

I am under the impression that the Whispers token acts as a wandering "location" encounter, so if you've explored a gate on it, your encounter must be to close the gate, but you can't close the gate and then get an encounter, just as you couldn't with any ordinary gate.
