When running the Siege of Winterfell agenda, you do claim power for your house
- for unopposed military challenges
- when triggering the Response of the Siege of Winterfell agenda
- through any card effects that allow you to claim power during a military challenge (like when you use Make An Example or Winterfell during a MIL challenge).
When running the Siege of Winterfell agenda, you do not claim power for your house
- for unopposed intrigue or power challenges
- for dominance
- through any card effects that would let you claim power at any point except during a MIL challenge (Make an example or Winterfell during an INT or POW challenge, Lannisport, Winter Festival, The Minstrel's Muse etc.).
Please note that there is a fundamental difference between the concepts of Claiming Power and Moving Power. Effects that increase the power token total in the game are effects that Claim Power. These effects are prevented by the SoW agenda except during MIL challenges. Effects that just move power tokens from one in-game place to another are effects that Move Power and are not prevented by the SoW agenda. Effects like that include for example Aggo or Eastwatch-by-the-Sea.
Please note further that fulfilling the claim of a POW challenge is Moving Power, not Claiming Power (the terminology is a bit unfortunate there). You do get to do that even if you are running the SoW agenda.

Another common point of confusion:
When characters claim power for Renown or through card effects, you are not claiming power "for your House." Therefore, Siege does not affect it. Your characters still get their power for Renown, Taste for Blood, etc. during INT and POW challenges.
