1. Actions and Responses are two entirely different things, and they are triggered at entirely different points in the timing structure. Only card effects that are prefaced Response: or Limited Response: are Responses, and only those effects can be cancelled with HCiT (as long as they don't have an influence cost).
2. Yes, you can attach a copy of KL Tyrion (or any other Tyrion, for that matter) directly from your hand as a duplicate on your KL Tyrion already in play. You can also play the second copy of KL Tyrion into Shadows first and attach it as a dupe after it comes out of shadows. The choice is yours. See here.
