Martial law when returning from another world

When martial law is active in Innsmouth, do you have to pass an evade check when you come out from another world and sort of end your movement at the gate's location?

Two things to consider here:

1) Does movement that begins in the Other World trigger Arkham-based effects? My gut feeling is "no."

2) I am under the impression that the presence of a gate in an Innsmouth location cancels its "normal" location status, such that no Martial Law check needs to be made when returning to or moving onto that space.

The latest post on the Answers from Kevin Wilson thread states you do not make Martial Law checks on a gate.
