RTL Fatigue Limits - Clarification Requested

There appears to be 24 fatigue tokens included with the game. My 4 heros have a total of 18 fatigue allowed (across all 4 heros - 5+5+4+4).

Once per level (copper, silver, and gold) I can do secret training for each of my heros. I can gain +2 fatigue or +4 health for each hero.

A question has arisen between the Overlord and the Heros as to whether or not the heros can perform secret training across the 3 levels that results in the total fatigue for the heros exceeding the 24 tokens included in the game.

Can this be done? Or can I only upgrade 3 times (since my base heros are 18, and 24 total exist).

Any insights on this issue are appreciated. Thank you.

You may upgrade as much as you want. The only problem is that you have only the 24 fatigue that they give you, so you can't play with more. For example, after copper, silver and gold level fatigue upgrades, your heroes will be at 11, 11, 10,10 fatigue. You will have to distribute it out however you want, but you only get 24. Also if someone loses a fatigue, you don't automatically get to gain it back, because you had it floating.

It certainly CAN be done. Whether it's a good idea or not is a subject of some debate.

The question of whether or not fatigue tokens are limiting is not officially answered as far as I know (one way or the other), but traditionally FFG games restrict most components to the amounts provided by the game. Whether you choose to enforce such limits on fatigue or to allow your heroes to track it on paper instead is up to you.

Your heroes can all train fatigue in each campaign level if they want, they just might not have the tokens to go around, depending on how you rule the limiting question.
