What kind of event card can be played even it will not trigger any effect?
For example, can Narrow escape be played if no one has any dead or discarded characters?

Sure. You only have to be able to successfully initiate the effect (be able to pay all the associated costs) to trigger it. Whether the effect would resolve successfully or not has no bearing on you being able to trigger an ability. Note that Narrow Escape's ability is still "triggered" -- it's just that the effect doesn't resolve successfully.

Just remember you have to have legal target (if word "choose" exists).
