a couple of questions

Here we go

1) The siege of winterfell agenda, says you cannot claim power nor with power or intrigue challenge. But , if you do a power challenge against another player, if he has power on his house card, can you move that power to your house?

2) When you oppose someone, if you defeat him in a challenge, you take power from his house or the central pool?

3) And finally when Knight of the Red fork comes in play , you must kneel not only your non-tully characters, but also your locations? (locations with influence for instance)

The answer to both these questions lies in the distinction between moving power (moving power that is already "in play") and claiming power (which always means adding to the overall power count by taking power from the power pool).

And if my opponent's house card is empty of power and iam the winner of the power challenge(not an unopposed challenge) do i get that power instead from the pool or i gain nothing?

Since there is nothing to move, nothing is moved. You do not get to claim power instead.
