Yes everyone is missing 5b. There are no quest cards associated with the areas containing cities.

Also, for what it's worth, there is no Quest for area 8D. I don't know why, as there is no city there, either. Maybe it was accidentally omitted during development, or maybe there was originally supposed to be a city there. Or maybe it was just intentional to be a boring, bland area of the land
