When I spent an advancement point to purchase the dedication bonus do I get a specialization for the skills that I have trained when creating my character?
Also at character creation can I use the creation points to raise any stat of my character(STR,WP,FEL,TOUGHNESS etc.) regardless of career?

You get specializations only for skills that you have actually trained during the time spent in the carer, not the ones gained during the character creation.
And, yes, at character creation, you can increase any stats, regardless of carer.

As a side note, this is why they give out those 1-2 specializations at chargen to those who buy 3-4 skill trainings. Instead of getting them with a dedication bonus, you get them up front.

Yes, you buy the dedication for one experience point. But the next career you buy becomes 1 experience point cheaper to move into if you have dedicated your career.
