ICE attachment question

Hey guys. I have a question about the attachment card ICE.

The main debate is does the "kill participating character" happen after the challenge is resolved. Or does it happen during one of the "player actions" phases? My guess is that it happens during one of the "player actions"" phases and I would it is always the one that happens after the defending player has picked their defending characters. Therefore, but using the card it card actually can affect the outcome of the challenge.

Also I have been curious about the wording "kill another participating character." Why not just say, "kill a participating character."?

If you wait until the challenge is resolved, there are no participating characters. There are Responses that are triggered during the "resolve challenge" framework action window that would be used on participating characters after the challenge has (technically) resolved, but Ice is obviously not a Response.
