"You've killed the wrong dwarf" can target characters controlled by any player. Usually, it is used as a kneel effect to slow an opponent down, but late in the game you can choose your own character to make that last push to 15 power. (Text: "Any Phase: Choose and kneel a non-N character. Then, that character claims 1 power.").
"Lords of the Narrow Sea" kneels a character as part of the cost (in "do X to do Y" X is a cost). Costs can only be paid with cards you control. (Text: "Any Phase: Kneel 3 influence or kneel a N character to force an opponent to reveal a new plot card. If the newly revealed plot card has a lower income than yours, claim 1 power for your House.").

It's important to recognize the cost of an ability. Whenever you have a "do X to do Y" construction, X is the cost of the effect. You can only pay costs with cards you control. So let's have a look at Lords of the Narrow Sea:
"Any Phase: Kneel 3 influence or kneel a <Noble> character to force an opponent to reveal a new plot card. If the newly revealed plot card has a lower income than yours, claim 1 power for your House."
We can see that "Kneel 3 influece or kneel a <Noble> character" is a cost for the subsequent effect. So you have to kneel a <Noble> character you control.
Let's compare this with You've Killed the Wrong Dwarf:
"Any Phase: Choose and kneel a non-<Noble> character. Then, that character claims 1 power."
Here, kneeling a character is not a cost, as there is no "do X to do Y" construction. So you can choose any non-<Noble> character in play.
