I have some cards that refer to the "Power Struggle" Plot card, but I have yet to find such a card. Does "Power Struggle" refer to all plot cards that have "Power" in their title?

Some plot cards have traits. These are printed as they are on other cards, in bold italics, before any further card text. "Power Struggle" is one of those traits. There's only a handful of plots that have this trait, so it's perfectly possible that you haven't encountered such a plot yet.
