Does EVERY player skip the taxation phase the round this plot is played? Or is it just the person who played it?

Everyone. There is no phase. It's not like people have separate phases. There is only 1 Taxation Phase in the round in which all players need to do certain things. So skipping the phase for one means skipping the phase for all.
