Timing on Bay of Ice

Bay of Ice reads: "After a player wins initiative, that player kneels all cards named Bay of Ice, then draws a card." This is a passive effect, not a player action. But when does it trigger?

Plot Phase:

1. Choose and reveal plots

2. Count initiative (here?)

3. Choose FP

4. Trigger "when revealed"

Then player actions. (here?)

My thought is that it is a passive that automatically activates at Step 2. My opponent argues it is similar to a player action, and occurs after 4.

I see it being done after Initiative is counted and a winner is determined.

There is a window of Passive abilities during this framework event that would be when I see the Bay of Ice ability being enforced.

Remember that in a framework action window, you go through all the individual framework events completely, then resolve passives and play Responses to all of them together. (It's the same reason you cannot play a Response to winning a challenge until after claim is resolved and unopposed/Renown are awarded, and why Deadly happens after claim.)

So Bay of Ice, a passive effect to determining the winner of initiative, happens after all 4 of these things, including the resolution of "when revealed" plot effects, but before Responses to any of those 4 things.
