"This device can be used as a normal melee weapon or to make a special attack. To make a special attack with this weapon, target a circle adjacent to you. Then, select a character sharing a path with the targeted circle ; that character suffers three automatic attack successes."

1/ Can you use the special attack on a Counterattack?

2/ On an Overwatch attack?

3/ Against the Patmos Amulet, which reads:

"the target immediately attacks the closest character to him, friend or foe, with your choice of his Weapons."

Can you use the special attack?

In all your examples, you have to target a character, while Vesper's special attack damages a character, but targets a circle. So I'd say you can't use the special attack in any of the situations you mentioned.

Just remember, all the situations you mentioned have to target a the character that started them. Sure the above argument is true, but how hard would it be for Oksana to tap her staff on the ground to shoot lightning at a person?

Heizinger: Go for it, I'd say- so long as the attack is capable of hitting the model closest to her

Counterattack: I'd say yes, so long as the targeted circle is capable of hitting the character who attacked.

Overwatch: same as above.

Or maybe she'd be too strong and you should just go with ??!'s

Sorry, now I have to disagree. I don't think that "how hard would it be for Oksana to tap her staff on the ground to shoot lightning at a person" is a valid point in a rules discussion. I can only repeat that Vespers special attack targets a circle instead of a character, while the rules for counterattacks state: "The original attacker must be the target of this attack." (Tannhäuser revised rules, page 25) The rules for overwatch attacks state: "An overwatch attack is resolved as a normal attack, save that the target must be the character whose movement or announcement triggered the attack." (Tannhäuser revised rules page 27) Vesper simply doesn't fit that rule because it can't target the character.

After rereading the rules, I'm not sure about Heizinger. The Patmos amulet says that "the target immediately attacks the closest character to him" without mentioning "targeting" that character, although it later adds "If there are no available targets to attack". I'm really not sure here.

I'd like to point out that Vesper's special attack is very special because it is able to damage characters without targeting them, and the damaged characters may even be out-of-path. So you only pay a small price if you are unable to use counterattacks or overwatch attacks.

I thought about Vesper and Heizinger again. The Patmos amulet doesn't say: "If there are no available target characters to attack", just "no available targets". So the target could be a circle too. So now I'd say that Vesper's special attack does work with the Patmos amulet.

I'd say theres a loop hole and we should ask for official ruling about special attacks and patmos in general.
