Yes, you can use his ability multiple times. And if you have more than one Warship location, you can use his ability repeatedly and kneel several of those.

This is incredibly strong to bring Euron For free into the battlefield.

But kneeling an unused Refurbish hulk or River Blockade is not such a bad move imo..
