Looks like they are contradicting themselves. Looking at the tourney rules these two are listed but they are not available to the general public.
I would say that it was released to the general public I mean its not your fault other stores didnt host the game night when any store that supplies FFG stuff could have even if they didn't want to have the game night they could have gotten the kit for their ppl. You could always bring him and if they say no have a back up list.

The article on the main page says all miniatures released as part of Game Night are tournament legal. It also says the PDF for tournament rules was updated today. Obviously not.
