I'm assuming you mean Spawn monsters? Also, while what you said makes perfect sense in the game mechanics, I'm not able to find where you are getting that info. Could you please tell me where to find where it is specified that spawn monsters are immune to return-to-cup effects?

No. Spawn monsters should never returned to the cup by card effects like "Feds Raid Arkham". "
