City of Shadows agenda

Did a search but didn't find an answer.

Does the City of Shadows agenda ignore penalties for playing cards out of house? Or does it simply allow you to include cards with a 'House X only' restriction?

For example if I play Venomous Blade do I pay 3 to bring it out of shadows or 1?

You pay 1. The gold penalty is for *playing* cards. Bringing cards out of Shadows is different from playing them straight from your hand. The 1 gold penalty of the agenda is there to kind of make up for the lack of gold penalty for out of house shadows cards (which can't be played out of house any way without the agenda).

Right, I see. It just so happens that every card with a Shadows crest has a 'House X only' restriction (unless it is neutral). One day a card might be released that doesn't, and any house could use if no penalty cost. Okay.

It could, but it's highly unlikely. That's what the neutral Shadows cards are for. It doesn't "just so happen" that Shadows characters have the House-X-only restrction; they have it specifically to not allow players to use cards from a different House for no additional cost.
