In a "do X to do Y" construction, X always denotes the cost of the ability. Costs can only be paid with cards you control.

So why are they so many cards written "kneel a <whatever> you control to..." ?

(For my part, I prefer the redundant wording since it's clearer).

If you look carefully, the ones that specify "that you control" usually include killing or discarding a card as a cost. The additional clarity on the card - to back up the entry in the FAQ that says the same thing Saturnine did - tends to show up primarily with the more "severe" costs.
