Narrow Escape -- Why it's in the Restricted list?

The event card 'Narrow Escape' seems very powerful at first glance: put all cards that were killed or discarded in a phase into play etc. Then I read 'Any opponent may discard his or her hand of at least one card to cancel this effect'....

I don't know why this so normal card can be in the Restricted list -- it seems so so easy to cancel its effect (just discard one card!) though the effect is devastating itself. Or, do I explain it in a wrong way? Can anyone correct me? Thanks.

You have to discard your whole hand in order to cancel it. So however many cards you have in hand, you have to discard. You have to have at least one card in your hand for this work.

Yeah... read it again now I get it. Thank you very much. Now it seems this card is just too powerful....
