The card say Challenges: Bring Ser Mandon Moore out of Shadows and into play by paying the rest of his gold cost. Is that mean i can bring ser Moore out of Shadows in any player action phase that i want (for example after attackers are knelt and before choosing Stealth targets)?

And the second question - Does this ability bypass the shadow restriction for one card out of Shadows per phase? I guess no, but just to be sure

1) Yes.

2) The limitation of bringing one card out of Shadows refers to bringing a card out of Shadows via the Shadows mechanic at the beginning of the phase. Ser Mandon uses his ability to come out of Shadows, not the game mechanic, so he bypasses the restriction. In return, cards like Hidden Chambers don't reduce the cost to put him into play from Shadows if you do so via his ability.
