Well, for Lannister you probably want to buy cards from the King's Landing expansion of chapter packs since they do not have their own big box expansion yet. It will include cards like Alchemist's Guild Hall, Cersei Lannister, Tyrion Lannister, Jamie Lannister, Gold Cloaks, Qyburn, and a really good version of Littlefinger. Also there will be multiple neutral(Syrio, Varys, and King's Landing) or Out of House shadows cards((Venemous Blade, Queen of Thorns, Black Cells, etc...) that could be used to build a good shadows agenda deck.
Targaryen needs to be improved using select chapter pack from pretty much each cycle. They have many good cards that also came out of the King's Landing cycle(DragonPit, King's Landing Assassin, Dragon Skull) and a couple good cards from Defenders of the North cycle of chapter packs(Green Hatchling, White Hatchling, Hatchling's Feast). But to really get a good Targ deck it really needs three copies of two different cards from the core set: Forever Burning and Flame Kissed. Without these I feel that Targ will always be behind the other houses in power level, but you can make due with what you have. Other notable good cards include Dragon Thief, Jhogo(Brotherhood cycle), and Black Hatching. Most of the good Targ decks are running the King's of Summer agenda but you can also build a decent deck with Dragons made from the Queen of Dragons box set. With Targ, you have many options...which is good for diversity, but not always what you need if you want to be competitive.
Stark is really good when you add in their Box set Kings of Winter. You can make a really good Direwolves deck(which the box conveniently has an insert with 2 pre-made decks using 1 Core Set and 1 Box expansion. It also gives you access to the Sieige of Winterfel agenda. Which is a neat way to change up the way Stark plays. Stark has a few good cards from the King's Landing expansion including Hungry Mob, Arya Stark, Sansa Stark, and an excellent version of Eddard Stark. Defenders of the North gives you Frozen Moats...and that's about it.
The Brotherhood expansion is really good in that you have staples such as Reek and The Bastard's Elite.
Finally Baratheon...well they are like Targ in that they have cards that are spead out over multiple chapter pack cycles that make them better. From the King's Landing expansion you have the Knight of Flowers and Robert Baratheon which are both amazing. Defenders of the North gives you the much needed Seat of Power along with Loyal Guard, Brotherhood expansion has the Laughing Storm and . A much better version of Renly Baratheon comes in the Time of Ravens cycle. Other than that the Core Set has many good cards that you need such as the double Renown Robert, Stannis, Bastard of Robert and Distinct Masterys which are a Bara staple.
Looking at the list I would say that the King's Landing expansion will be a good choice for where to start. But whoever plays the Lanny deck will definitely have the upper hand since they got the best cards from the set without question. The other Houses will all be about evenly matched. Then from there I would go with the big box expansions for the other 3 houses because they all have good cards for each house.
