Just bought this game yesterday. Really enjoyed some 4 player (I have the base set plus some expansions which I might fiddle with later).

I was just wondering if someone could direct me to a link for uptodate rules, as we had a lot of questions.

That just seems to be the rule book, or am I missing something?

I was wondering if there were like advanced rules with complete discussion on timing, priority etc.

Questions - If i play an attachment on someone elses card, do I still own the attachment. ( I think there is a poisoned wine card which you can pay influence to move around, who gets to do this when I have played it?)

Why ask for a link when all you need is right on this website. Check the Support section for Game of Thrones, you'll find all the rules documents, including the latest FAQ (highly recommended). The FAQ includes a detailed description of the timing structure.

You control all the cards you play (unless somebody else takes control of them through a card effect). Abilities can only be triggered by the controller (unless the ability states otherwise). Only the controller can use Poisoned Wine's ability to move it.
