Yes, attachments can affect characters who are immune to character abilities, because attachments are not characters.

Yes, it can. The only situation where this could be avoided is with Leyton Hightower's effect on Maester characters, or Joffrey Baratheon (TftRK). In the later case, Joffrey only works against attachmets (like Shaggydog) that have triggered effects in Bold Text, while the Maesters don't suffer the effects of attachments, whether Shaggy Dog, Grey Wind or Milk of the Poppy. Attachments can still be played on them, they just have no effect.
One alternate case, and I don't believe that there is an LCG card with this sort of ability, but consider it a possibility. From the CCG, there was a promotional attachment card, Kingslayer: It's text read:
Title Attached character gets +3 STR while participating in a or challenge. Stand attached character at the beginning of each phase. While attached character is Jaime Lannister, he gains: 'Dominance: kneel Jaime Lannister and kneel 2 influence to choose and kill a Lord character'.
Per the italicized text, that would be a gained character ability, and someone like the Red Viper would be immune to it.
