When can you use the charge ability of the Highlander? The wording of the character card says "whenever you are about to engage in battle". Does that mean when the Highlander starts a battle? Or is it also possible when defending? In the latter case that would be quite unfair on the Crown of Command: The Highlander could always charge when defending, as there is (almost) no disadvantage for him.

The wording is clear and many other cards have the same sentence: it means that you can use it immediately before rolling the die in Battle, doesn't matter if you attack or you're attacked by another Character.
Unfair on the Crown of Command? I think it's more "unfair" when a Character has Strength 14 and the other only Strength 8,but this is a regular happening in Talisman. If you charge when defending you still miss your next Turn, which is the Turn when you're attacking. After that, you can charge again if the opponent engages you in battle. If that 2 points give you an edge over your opponent, I don't see what's imbalancing the game. If your foe is a Wizard with the Wand of Dragonfire, he'll probably bring down your Highlander even if he automatically wins in battle with charge ability. That's closer to the "unfair" concept, but still legal and normal in Talisman.
As far as I know the only attack ability that explicity can not be used on the CoC is assassinate. I guess that power was deemed too unfair.
