Was there any rule avoiding the keeper to create a shoggoth in one turn (i.e. invocation of 3 cultists that are instantly changed into a shoggoth) ?

Errata made it only to summon 1 worshipper per turn per altar. Wasnt it? Or was that a house rule.. Darn its to late and the "wine" is talking...
