Characters and locations are immune to events this round.

There is no "in play". In this round, can I use Narrow Escape? Can I use the Confession to discard the char or location from the opponent's hand?

There doesn't need to be. The rule in this game is that unless the effect specifically says that it works on cards that are not in play, it doesn't. So the basic rules of the game imply and provide the "in play" for a card like this.

Back in the day, it might have been simpler to start templating things "choose a character card from your deck/opponent's hand" and choose a character to make the distinction in a more direct fashion. Ah, the what ifs of simpler rules.
