"Each character" would mean everyone, regardless of who controls.
"Your characters" would mean just your own.
As long as it doesn't say "your", it affects all players. Does Valar Morghulis only kill your own characters?

It ends up being a great card against burn decks, or when you have a bunch of characters that do not kneel to attack or defend.

It's definitely useful to the player with more characters. If you attack with 2 characters, and the opponent defends with 4, that's +6 net str for your opponent because the card is out in play.
Also consider dominance. The player with more standing characters has the advantage of that card.

the card doesn't help you in challenges, unless you've got characters that do not kneel to attack/defend. Usually, participating characters are knelt when the challenge resolves; they don't get the bonus.
Like ktom said, it could be useful in decks where you have characters that don't kneel to attack and/or defend. I'm considering putting it in my Dragon deck (not much burn anyway) and maybe my Siege deck (some non-kneeling characters and ways to stand them during challenges)

The card does help during dominance then!
The card definitely has the potential to turn dominance into being about how many standing characters you have.
In addition to characters that don't kneel to attack or defend, you can also use events like Distinct Mastery, the "To Be A..." events, Obey the King, At Night They Howl, and probably others i'm forgetting, to stand a character during a challenge. This is nice because the +3 strength will come as a surprise, whereas with a character that doesn't kneel in the first place your opponent can take that into consideration when declaring his or her own attackers/defenders.
