Yes that's possible. That way Order in Chaos works good against Raise Dead if the opponent isn't careful.

There's no apparent ruling for or against either of those options, so you either have to houserule it and hope for official clarification, or go ahead and contact the devs.

I guess it's like Troll Vomit. When all your units are destroyed, you may choose the order when you put them on your discard pile.
