What are the deck construction rules? Can I get a link to them pls. Lost my rules book.

You can dl the rules and FAQ from the Support Page. Deck construction rules are no less than 60 cards in the deck, no more than 3x of any card (including different versions of the same titled card) exactly 7 Plots, and no more than 1 Agenda unless you are using the North Agendas.

My friend bought the 4 person starter, which came with 4 decks that consisted of only 45 cards?

Yes, the decks from the core set are smaller than regular decks. To build regular decks you will need more cards, from a second copy of the core set and/or the expansions and chapter packs.

Ok thank you. We just got into the game. Like it a lot, gonna find a place that we can buy the expansions at.
What country/state are you in. Maybe someone here can help with store locations.
Keep in mind that "regular decks" really means "tournament legal decks." If you are not playing in an FFG sanctioned event, the 60-card minimum is not a hard-and-fast rule.
But the "45 card Core decks" are meant to encourage customization.
So in most FFG Tournament events, do all the players have to have the same amount of cards in their decks? Or can they have any amount(of course w/in the rules)?

Also, something that has just been put into place is the "restricted" list. In a tournament you are only allowed one restricted card per deck (up to 3 copies for non plot cards). And there is a banned cards list as well. Both of these lists can be found in the FAQ.
