I've read in the errata that the hacan special ability for no player being able to break their trade agreements only is effective during the status phase and that the trade agreements can be broken by action, political cards and the b option for the trade strategy. can i get a list of the action cards, political cards that do break their trade agreements including both expansions

Certainly:

All Action Cards, Political Cards and other game effects that allow one player to break a trade agreement may be used to break a Hacan trade agreement. All of them.

Normally, during the Status Phase, any player may choose to break a trade agreement he has made with another player for any reason he might come up with. ("I dislike the composure of your face-equivalent.") The Hacan racial ability denies other players the option of doing this with one of their agreements. That is all. Any other means of breaking a trade agreement that you might find in the game is fair play against Hacan.

I realize this is somewhat counterintuitive since the Hacan's ability reads something along the lines of "may not, short of declaring war, break a trade agreement with you." Makes it sound like ONLY attacking the Hacan ("declaring war") should work. The FAQ, however, is quite clear. Everything works except voluntarily choosing to break it during the Status Phase.

Emphasis mine. The phrase "playing of certain Action Cards..." is merely referring to the fact that only some Action Cards pertain to breaking trade agreements (most don't have anything to do with it at all.) It does not mean that only some ACs which mention trade agreements will work, while others won't. Any AC, PC, or other game effect that allows you to break a trade agreement will work just fine against Hacan.

but please be aware of the new Trade III card, rulebook shards of the throne, page 20:

The Secondary ability of this card allows players to spend 1
Command Counter to break a trade agreement between two
players. If the player breaks a trade agreement, the player
gains 1 Trade Good. The Emirates of Hacan are immune to
this ability.

This came up in our last game with the Trade III strategy card.

"Can the Hacan cancel one of their own Trade agreements, with the secondary of Trade III?"

I would say no, because the rulebook says, that the hacan are immune to the secondary of trade III.

I would also point out that the secondary of Trade III (which I don't have in front of me) says something like "break a trade agreement between two other players" which would preclude ANY race from using the secondary of trade III to break their own trade agreement.

Yes, Hacan may terminate any trade agreement he himself is involved in during the status phase, if he so chooses.

The rule is that no player may break a trade agreement with Hacan.*

However, Hacan himself does not have trade agreements "with Hacan." Hacan has trade agreements with other races. These may be broken in the status phase normally.
