besiegers of dorne says to cancel first effect triggered during the first challenge initiated each phase. rule book talks about event card effects. are player abilities and responses considered effects as well? define effects?

Card "effects" are anything a card tells you to do.

But important part of Besiegers of Dorne is not "effect," but "triggered." For that, the FAQ definition is:

"Triggered Abilities: Any ability on a card in
play that begins with "Phase:" or "Response:"
is a triggered ability. These abilities are optional,
and must be triggered by the player controlling
the card at the appropriate time for their
effect(s) to occur. An example of a triggered
ability is the Dominance: effect on Cersei
Lannister (CORE L39)."

Hence, the "first effect triggered" is going to be the first thing on a card that a player chooses to make happen (as opposed to things on a card - like not kneeling to attack or defend, or Stealth, or Renown - that happen whether the player chooses them to or not).

A question about this... I'm probably way overthinking this, and I know I have to be wrong about it, but I cant get this out of my head now:
Motley Crewman: Any effect that discards 1 or more cards from an opponent's deck discards an additional card.
By that definition, MC's printed text is a card effect. It also discards 1 or more cards from an opponent's deck, therefore isn't it self-referential? So if I have a Frostfang Peak and 2 MC in play when a plot is revealed, does it mean my opponent discards 3 cards, or more than 3?
Frostfang causes 1 card to be discarded, at which point the 1st MC causes another card to be discarded and the 2nd MC discards an additional card from the effect of the 1st one, and the 2nd MC causes a card to be discarded which means another card is discarded because of the 1st MCs effect on the 2nd MC, for a total of 5 cards?
I'm sorry this is really poorly worded, I hope its clear.

Motley Crewman's effect isn't an effect that discards a card, its an effect that modifies an effect that discards a card to discard one more card. Think of it like increasing claim with Arianne Martell. She wouldn't be causing you to discard another card from hand, steal another power, or kill another character from claim, she would be modifying something else that does.

Motley Crewman cannot discard anything on its own. In your scenario, it is always Frostfangs Peak, not Motley Crewman, that is doing the actual discarding. Therefore, it is only FP that gets the "one more card."
