Timing Lost Spearman (F 55) / Hollow Hill (F 78)

(F 78): Any Phase: After you play a character with an affiliation that does not match any other card you control (including your house card), draw 1 card.

(F 55) After you play lost Spearman from your hand, any opponent may kneel 1 influence to return him to your hand.

First: I dont' understand why at all the pre-wording "Any Phase" is used for F 78.

In General: Which effect is faster? Depends this on the first players decision? Will the F 55 player get a card, if the Lost Spearman is turned back by influence spending, every time, never or sometimes (depending, if the influence spending player can make his action earlier then Hollow Hill takes effect).

Hollow Hill is obviously a mistake - it's a response. Check the FAQ. Read also about moribund concept. Lost spearman remains on table even if it returns to hand and you can trigger Hollow Hill's response and get your card always.
