Are expansions backwards compatible?

Are expansions backwards compatible? That is, can they only be played with the scenarios that come with the expansion, or can they also be used in the base game?

The expansions are expansions ...they expand the base game. So yes, they can be played with the base game. To make the most use of them you'd probably need Call to Arms.

There's an endless amount of scenarios you could create using either Call to Arms or some homebrew point-based system.

Unless you mean, "can the expansions be used with the base game's scenarios...?"

If that's your Q, the expansions that could feasibly see the MOST use with the later scenarios in the BL base game (the ones that allow Lore and customizable war council) are Creatures, Dragons, and Heroes. That is, without serious modifications to the scenarios themselves.

Will there ever be any new scenarios introduced for the base game? Scenario 10 is the only scenario using landmarks, and it would be nice if there were more scenarios available that used landmarks. Or maybe full Lore and landmark rules can be used for all scenarios?

Battlelore is a very customizable game. If you want to play any scenario with landmark rules and full lore you could do that with no problem.
