I know some people who I know love the game, but they like to pretend that they think it is boring. When they play the game they get really into it. I need some tips on how to get them to play.

Maybe they really think it's boring but pretend to have fun whenever they're forced to play it. =P
Seriously though, TI3 is a pretty big undertaking. I wouldn't recommend trying to coerce people into playing if they aren't rearing to go. Let it lie and play something else.
Edit: If you have a itch to scratch and just can't wait to play, you might consider checking out the online games over at ti3wiki.org. You can't share card text (FFG's way of ensuring everyone playing owns the game) but otherwise it's a great way to play with people from all over the world.
It's kinda sad, boardgaming is such a great way to socialize while exercising your brain. We usually treat the game as half the event, the other have is the fact we are in a social environment. If you want to strictly play with your friends then make it a social event where the game is only a peice,ie. barbeque. As long as you can set it up and play a shorter game or keep it set up for a different day. You will find if they actually like the game, its the marathon playing which might be the culprit. If you want to play and meet people you might want to look for local game shops, or put flyers up at colleges, coffee shops, church, etc. (depending on age you want to play with). I have had many of BBQ & Pool days where the guys who like gaming and others come over + wives, the ones who want to play, play. The ones who don't, don't. (works best with a game room).
I converted a couple who didn't really think they would enjoy a board game by making it part of my girlfriend's birthday (yeah they were basically guilted into trying it). Out of politeness of course they then gave it a go and now they've played several times and keep asking me when we can try out the new expansion.
